Jamel enabled the IRS to provide seamless assistance to the public with healthcare insurance premiums associated with the Affordable Care Act by framing business operations, defining required capabilities in all supporting divisions and partner organizations, and documenting processes. One notable success story in this endeavor was the significant overhaul of IRS systems to ensure a successful ACA launch. The passage of the Patient Protection and Affordable Care Act presented the IRS, a central player in managing the program, with the challenge of creating entirely new business processes and supporting technologies in only four years.

As the task team leader, Jamel accepted the assignment and took proactive steps to initiate contact with senior leadership at the IRS, as well as contributors from the business and technology spheres. Jamel formed crucial partnerships capable of creating intricate technical resources required to validate individuals’ healthcare status, verify employer benefits, and provide financial aid where needed. Collaborating closely with entities such as the Department of Health and Human Services, Jamel worked to define the nature and operation of data exchanges with external participants. Jamel also played a pivotal role in fostering the creation and redesign of taxpayer forms, facilitating advanced premium assistance. To ensure the success of the project, Jamel maintained continual monitoring of system design to ensure that internal processing met ACA requirements and standards. 

Jamel’s efforts and the adjusted structure implemented ultimately met all ACA obligations within the established timeline. This achievement marked a significant milestone in the IRS’s ability to support the Affordable Care Act effectively.
