Senior Government & Public Affairs Executive, Steven Bristow, shares an important story about a conflict between the greater good of the public and private business needs.  

Brianna’s Law, named for 11-year-old Brianna Lieneck, was passed in 2019. The law requires all boaters and personal watercraft operators in New York state to complete a boating safety course. In 2025, the law will be mandatory for all operators. The safety course focuses on basic boating safety regulations and rules of the water.

The law was passed after an extensive and intensive lobbying campaign when the conflict management and relations expertise that Bristow depends upon were ultimately put to the test. The effort initially failed during the 2017-2018 legislative session, yet party-control of the Senate switched after the November elections, enabling passage in 2019.  

Bristow’s contingent faced further challenges when early versions of the legislation also focused on eliminating online courses which would have effectively shut down outdoor safety education organization, Kalkomey  Enterprises LLC, in the state. However, through intense lobbying efforts, coalition building as well as education and outreach efforts, legislators approved an online option for New York residents. 

The result is a positive situation on multiple fronts. New York’s waterways are much safer because boaters are educated. Kalkomey’s revenue increased 40 percent year over year. “To me, and most importantly, human lives were saved, and accident rates were reduced,” Said Bristow.
