While working in O&G Construction, Paul Melton’s organization was pursuing project work at terminal facilities in South Houston. The bid qualifications were extensive and the urgency of getting qualified to bid and then actually winning bids was palpable as layoffs of dozens of coworkers loomed in the distance. At that time, the Company had already missed several project bids by not having a formal Process Safety Management (PSM) training program for construction crews. Paul was keenly aware that continuing to miss jobs in PSM-regulated facilities represented millions of dollars of potential lost revenue. The urgency of winning facility turnaround work was overshadowed by the severe lack of time to create a compliant program and a significant language barrier between himself and a predominantly Hispanic workforce.

But despite insurmountable odds and precious little time before bids were due, the EHS Regulatory & Compliance Executive drew on his regulatory expertise and years of program development experience to create a topnotch PSM training program in three days that exceeded the client’s expectations. He then used his cultural advocacy and collaborative leadership to meticulously translate all training materials and PowerPoint narration to Spanish by working with his bilingual colleagues. The investment of time and talent allowed formal training to be completed for 70 construction workers in a hotel conference room the following weekend. All PSM contractor training required by the facility was submitted ahead of the bid deadline. 

Paul’s resourcefulness, inspirational leadership, and strategic thinking resulted in the company not only being qualified to bid but winning $2.8 million of new turnaround work thereby preventing the layoffs of 70 freshly trained PSM construction workers. His ability to lead under pressure with limited resources, tight timelines, and competing priorities without losing focus of financial implications makes Paul a strategic asset to any board room or C-suite leadership team.
